एसवाईएल का कार्य कब तक पूरा कर दक्षिण हरियाणा को पानी दिलाएगी सरकार - कुमारी शैलजा

राज्यसभा सांसद और हरियाणा कांग्रेस अध्यक्ष कुमारी सैलजा ने सोमवार को राज्यसभा के प्रश्नकाल में हिस्सा लेते हुए सूखे से जूझ रहे दक्षिण हरियाणा का मुद्दा उठाया और केंद्र सरकार से पूछा कि एसवाईएल का कार्य कब तक पूरा कर दक्षिण हरियाणा को पानी की कमी की समस्या से छुटकारा दिलाया जाएगा। कुमारी सैलजा ने कहा कि भू जल का 99 प्रतिशत हिस्सा सिंचाई और घरेलू इस्तेमाल के लिए उपयोग किया जाता है और एक प्रतिशत उद्योगों में उपयोग होता है। हरियाणा प्रदेश और खासकर दक्षिण हरियाणा में पानी की कमी का बड़ा संकट पैदा हो गया है, इसपर आज ही एक प्रमुख समाचार पत्र ने एक पूरे पेज की रिपोर्ट दी है। सिंचाई और पीने के पानी के लिए अब भू जल को निकाला नहीं जा सकता, इसलिए अब नहरी पानी की बेहद ही ज़रूरत है। हरियाणा और दक्षिण हरियाणा को पानी की पूर्ति एसवाईएल नहर के पानी से होनी है। इसके लिए सुप्रीम कोर्ट के आदेश भी आ चुके हैं। कुमारी सैलजा ने केंद्र सरकार से सवाल पूछते हुए कहा कि केंद्र सरकार बताए कि एसवाईएल का कार्य कब तक पूरा किया जाएगा और कब तक सूखे से त्रस्त दक्षिण हरियाणा को पानी की पूर्ति की जाएगी। रेवाड़ी जिले में भू जल की समस्या उठाते हुए उन्होंने पूछा कि अभी हाल ही में भारत सरकार और वर्ल्ड बैंक के बीच भू जल की समस्या से निपटने के लिए 450 मिलियन डॉलर के कर्ज का करार हुआ है, क्या इसमें रेवाड़ी जिले को भी शामिल किया गया है। क्या नेशनल ग्रीन ट्रिब्यूनल ने सरकार से रेवाड़ी जिले के गांव में पीने का पानी उपलब्ध करवाने को कहा है, इसके बारे में जानकारी उपलब्ध करवाई जाए। क्या इस क्षेत्र में सरकार ने उद्योगों द्वारा भू जल के अधिक दोहन के बारे में संज्ञान लिया है। इसके बाद पत्रकारों से बातचीत में कुमारी सैलजा ने इस मुद्दे पर कहा कि राज्यसभा में उनके द्वारा पूछे गए प्रश्न का सरकार ने कोई संतोषजनक जवाब नहीं दिया है। सुप्रीम कोर्ट का स्पष्ट आदेश है कि हरियाणा प्रदेश को एसवाईएल का पानी दिलाया जाए। लेकिन केंद्र की भाजपा सरकार ने इस विषय में अभी तक कोई भी ठोस कदम नहीं उठाया है। प्रदेश सरकार भी इस मुद्दे पर चुप्पी साधे हुए बैठी है। उन्होंने कहा कि आज तक इस मुद्दे पर सर्वदलीय बैठक के लिए प्रधानमत्री जी ने मुख्यमंत्री मनोहर लाल को समय नहीं दिया है। आज भी उनके द्वारा पूछे गए प्रश्न का भी कोई संतोषजनक जवाब सरकार की तरफ से नहीं दिया गया, जिससे साफ पता चलता है कि भाजपा सरकार को हरियाणा प्रदेश के हितों की चिंता नहीं है। --------------------------------------------------------------------------------- New Delhi, March 16 - Rajya Sabha MP and President, Haryana Pradesh Congress Committee Kumari Selja asked the Central Government when the SYL work will be completed and when people of South Haryana will get relief from the water scarcity problem. While participating in the question hour of Rajya Sabha today, Kumari Selja raised the issue of South Haryana, which is facing water scarcity. Kumari Selja said that 99 percent of the ground water was used for irrigation and domestic purposes, and one percent was used in industries. She said that now a major water problem has arisen in the state especially in South Haryana and the same has been reported by a leading newspaper today. Ground water can no longer be extracted for irrigation and drinking purposes in the state. Hence, there is a great need of canal water. She said that SYL canal water has to be supplied to the state and South Haryana. Supreme Court has also issued orders in this regard, she added. Kumari Selja asked the Central Government how long it will take to complete the SYL work and when the water will be supplied to the drought stricken South Haryana. Raising the issue of groundwater in Rewari, she said that the Government of India and the World Bank had recently signed a 450 million dollar loan agreement to fight the issue of groundwater depletion. Whether Rewari has been included in it or not, she asked? Whether the National Green Tribunal has asked government to provide drinking water in a village in district Rewari. Information in this regard should be shared. Whether the government has taken into cognizance the over extraction of groundwater by industries in this region? Later, while interacting with media persons, Kumari Selja said that the government has not given satisfactory answer to the question raised by her in Rajya Sabha. Supreme Court had issued clear guidelines that Haryana should be given SYL water, but the BJP government in center has so far not taken any concrete steps in this direction. The state government is also taking no action in this direction. She said that the Prime Minister has so far not given time to chief minister for all party meeting. Even today, no proper reply was given by the government in response to her question which clearly shows that the BJP government does not care about the interests of the state.
