The Haryana residents rights are being usurped by outsiders:

The General Secretary of the All India Congress Committee and former Union Minister, Kumari Selja said that priority is being given to applicants from other states over the youth of Haryana in government jobs. Candidates from other states are being preferred over Haryana residents for Class 1 and 2 positions, resulting in outsiders occupying positions that should rightfully belong to Haryana residents. The recruitment gang of the BJP government is responsible for this bias, favoring applicants from other states over highly educated youth from Haryana.

In a statement released to the media, Kumari Selja said that the recent recruitment scandal in the Panchayati Raj Department's SDO (Civil) positions. Out of the 48 seats in the general category, 19 selected candidates are from outside Haryana, which constitutes 40% of the total positions. Whenever there is a government recruitment drive, outsiders always take precedence, especially in Class 1 and 2 positions. The former Union Minister said that the BJP government to openly admit that there is no place for the youth of Haryana and their qualifications are not respected in the state. This injustice towards the youth of Haryana has been ongoing for over four years under the BJP-JJP government. Anti-Haryana policies have been adopted since 2014, with recruitments at high positions being filled by candidates from outside the state. Kumari Selja said that out of 18 Assistant Professor (Political Science) positions, 11 were filled by candidates from outside Haryana. In the SDO (Electrical) positions, out of 80, 78 were filled by outsiders, leading to the cancellation of recruitment. Out of 99 SDO (Electrical) positions, 77 were filled by candidates from outside Haryana. In the Lecturer Group B, Technical Education Department, out of 157 positions, 103 were given to outsiders. In the HCS Executive Branch 2017, out of 3 positions, 1 was given to someone from outside Haryana. Similarly, out of 7 positions in the HCS Executive Branch BDO, 4 were filled by candidates from outside Haryana. Out of 26 District Horticulture Officer positions, 12 were filled by outsiders. Moreover, applicants from other states are now being awarded 5 marks for socioeconomic status, further disadvantaging Haryana residents. General knowledge questions related to Haryana have been removed from the HCS (Judicial Branch) exam to facilitate recruitment of outsiders, a practice not followed by any other state.
