The General Secretary of the All India Congress Committee and former Union Minister Kumari Selja said that another fresh scam has come to light in the BJP government. This case concerns the irregularities during the construction of the 11-story general hospital building in Sector-6, Panchkula. The budget for this construction was increased from 47 crores to 113 crores, yet the necessary arrangements were not made in the building as required for a hospital. Now, after conducting a special audit of the building, the contractor should be paid. 

In a statement released to the media, Kumari Selja said that since 2014, new scams have been coming to light in the state from time to time. The method of dealing with scams changes every time. No department has been left untouched, and it is clear that after each scam, shares are distributed from bottom to top. Not a single scammer has been punished to date, indicating that shares are distributed from bottom to top after scams. 

The former Union Minister said that before taking over the building, the doctor's team visited and found glaring issues. Sewage pipes were left open inside the doctor's rooms, conference halls, and patient wards. Some floors also had open AC ducts installed. When the team suggested covering them to the PWD officers, they were told that there was no provision for false ceiling in the building. In such a scenario, whenever a sewage pipe leaks or an AC duct drips, it would be difficult to sit in the rooms. Kumari Selja said that the cost of the hospital building was increased from 47 crores to 82 crores for corruption. Then it was increased to 93 crores and later to 113 crores. It is clear that rather than providing facilities according to the hospital's standards, the attention was on increasing the budget. Otherwise, only 1 out of 6 operation theaters being constructed on the third floor would have been made modular. According to the need of the hour, all 6 OTs could have been made modular. The former Union Minister said that no provision was made for handwashing facilities at the proposed OPD, lab, or sample collection centers. Whereas, from doctors to para-medical staff or blood sample collectors, even the patients here are required to wash their hands. The absence of handwashing facilities in the hospital indicates that these shortcomings were deliberately left during construction so that the government could increase the budget again and distribute government funds arbitrarily.
